The politicisation of the term is reflected in the absence of any consensus definition or list of “failed states”, in spite of the widespread use of the term to orient the policies of various donors and institutions. [...] The focus in the South of Afghanistan is on eliminating the Taliban presence and hunting al-Qaeda, to the neglect of efforts to protect people and communities – particularly women – from the range of security threats they face, which go far beyond the Taliban, and include other armed groups and local police. [...] Currently, the global arms trade, the investment regime, and the global extractives industry, among other forces, are linked to the corruption and / or collapse of functioning states, to the eruption and perpetuation of conflict, and to the continued undermining of governance. [...] Without clear objectives or public debate in the 2006 election campaign, the integration of aid, diplomacy and security – the language of the whole-of-government approach – was adopted by the new Conservative government.1 Development of a detailed whole-of-government policy for “fragile states” within the Canadian International Development Agency (CIDA), the Department of Foreign Affairs and Inter [...] The background report submitted to the OECD-DAC for this project includes some significant lessons learned in the area of aid policy, but it lacks depth in analysis of the root causes of the conflict and it is not clear how the relatively minor adjustments in strategy, made under these principles, will address these causes and produce better results.2 In the case of Sudan, there is a need for deep
