The evaluation aimed to assess the availability, appropriateness and effectiveness of the YSM programs and services and the extent of collaborative decision-making, integrated case management, early intervention and effective assessment, all critical parts of the YSM. [...] A special thanks to the members of the Evaluation Management Committee for their support and the opportunity to see first hand the effort and commitment behind the YSM initiative. [...] University of Regina Stipulated within the YSM policy framework are the Pilot Site Requirements, or the Givens2, to guide the conduct of the pilot sites and measure the effectiveness of their programs. [...] Noted as essential to the development and success of the YSM were the following elements: • representation from the local level in the early stages of the Model development; • government to widely distribute information about the initiative to gain greater member interest; • awareness of the Model within nongovernmental circles; • complete understanding and support of the Model and its objectives [...] The main purpose of the evaluation was to describe and assess the availability, appropriateness and perceived effectiveness of the programs and services provided within the scope of the YSM and the extent to which these programs and services involve collaborative decision-making, integrated case management, early intervention and effective assessment.
