Suppression planning activities should begin in the pre-construction phase, and should include a determination of the department’s capacity to address the types and scope of fires that could occur at the site. [...] Milestone: confirming the amount of water and pressure available at the base of the riser, which will dictate the size of fire pump if one is required. [...] The number and location of fire hydrants and other water sources; The types of materials and equipment present at various stages of construction, and methods of storage; Additional resources and/or activities that may be needed in the event of a fire, e.g. [...] The planning process should also determine: If the department has the capacity to handle the types and scope of fires that could occur on the site or if it will need to rely on outside resources; and, How the site representative should interact with the incident commander to share information as quickly as possible, and what information might be needed. [...] In both cases, the total heat released and the heat released per pound of lumber is the same; it is the degree of that heat release over a period of time that is different.
