About the Aboriginal Tobacco Strategy The ATS’s primary goal is the delivery of programming under the Aboriginal Programs component of the Smoke-Free Ontario (SFO) Strategy, Ministry of Health Promotion (MHP) based on the three pillars of prevention, protection and cessation.
