The objective of this report is to estimate the future costs of the Canadian health care system, assess the sustainability of the system over a 25-year horizon, and analyze the implications of the changes to the CHT proposed on Dec. [...] Unlike studies that have attempted to forecast and discuss the future costs of the Canadian health care system using a macroeconomic approach, this report uses a demographic approach and the application of actuarial techniques to directly capture the increase in health care costs associated with the aging of the population. [...] Page 4 The objective of this report is to evaluate the future costs of the Canadian health care system, to evaluate and analyze the implications of the proposed changes to the CHT calculation formula, and to assess the sustainability of the Canadian health care system over a 25-year horizon. [...] It is governed by the provisions of the Canada Health Act of 1984, which gives the federal government the levers to assure the quality of care through national standards. [...] Eventually, the Judicial Committee of the Privy Council decided that the administration and delivery of health care would be a provincial jurisdiction and that the federal government would also have the responsibility of protecting the health and well-being of the population.
