The Ethics and Religious Culture Program (ERC) in Quebec The launch of the Ethics and Religious Culture (ERC) program was the result of the de- confessionalization or secularization of the Quebec education system that started in 2000, as well as the increasing religious, ethnic, and cultural diversity in Quebec society that accentuated the need to help dominant and minority groups to better unders.
