“Integrity Commissioner” means the individual appointed by the municipality who reports to Council and who is responsible for performing in an independent manner the functions assigned by the municipality with respect to the Codes of Conduct, the Municipal Conflict of Interest Act, and the application of any procedures, rules and policies of the municipality and local boards governing the ethical. [...] If the Mayor/Chair does not attend a meeting within five minutes of the scheduled starting time of the meeting, the Deputy Mayor/Vice-Chair shall call the meeting to order and preside over the meeting until the arrival of the Mayor/Chair. [...] Before holding a Meeting or part of a Meeting that is to be closed to the public, Council or the Standing Committee must state by resolution the fact of the holding of a Closed Session, the general nature of the matter to be considered at the Closed Session, and the Municipal Act provision that permits the item to be considered in Closed Session. [...] Where the Meeting is not open to the public, in addition to declaring the conflict, the Member shall immediately leave the Meeting or the part of the Meeting during which the matter is under consideration. [...] The names of the presiding officer or officers and the record of attendance of the Members; should a Member enter after the commencement of a Meeting or leave prior to adjournment, the time shall be noted; and 5.31.3.
