The proceedings of the Committee, the conduct of its members and the calling of meetings shall be governed by the provisions of these Rules of Procedure. [...] On the last business day of the week prior to the Committee Meeting, the Clerk shall provide a revised agenda to each Committee Member advising the Committee of the names of those who wish to make oral submissions to the Committee, and which contains the written submissions received relating to an agenda item.
