The longer the low rates and dollar stay in place, the more credible they will be and the more they will impact the economy. [...] The Ontario government did the right thing to expand spending to fight the 2008 recession that dragged the province down in the global financial crisis. [...] The Loss of the Health Accord In 2014, the Stephen Harper government walked away from renegotiating the Health Accord, and allowed it to expire. [...] The provinces say that in lieu of negotiation, the federal government unilaterally slashed $36 billion in transfers to the provinces and territories for the period 119 120 after the expiry of the Health Accord. [...] Our preliminary analysis of membership data obtained from the College of Nurses of Ontario (CNO) shows that despite a commitment from both the current and past health minister to expand community care and realign resources, the annual rate of change in RN employment in the community has been minimal at +4.8 per cent between 2011-14.
