Every effort was made to ensure the accuracy of the findings including, but not limited to, preparation of a detailed test protocol, careful selection and procurement of the products to be tested, and third-party oversight of testing protocol implementation. [...] The selection of toilets tested as part of this program is in no way intended to represent all of the various makes and models available, nor is it intended to provide a comprehensive list of all toilets that might be expected to perform either well or marginally in the field. [...] The water change-out rate for all toilets was measured under liquid-only conditions by adding a brine mixture to the water in the bowl and measuring the conductivity of the water, then flushing and re-measuring the conductivity.
