'This article is the second part of a five-part series that provides a broad overview of the increasing importance of temporary foreign workers in the selection and labour market outcomes of new immigrants. While the first article provides an overview of the literature on the advantages and potential risks of two-step immigration selection, this article documents how the two-step selection process expanded in Canada. It describes the increase in the number of temporary foreign workers and their transition to permanent residence. It further examines the role of shifting admission programs of economic immigrants in the expansion of two-step selection in Canada'--Page 2.
