In this report, we begin by discussing previous indicators that have been used to assess the extent of homelessness in Victoria and the contribution this in depth analysis provides to understanding patterns of homelessness in Greater Victoria. [...] Patterns of Homelessness in Greater Victoria 3 Unique Shelter Users Another way of examining the persistence of homelessness in Greater Victoria is by looking at the number of people turned away from emergency shelters because no beds were available.
