The first agreement, the Nairobi Communiqué, signed between the Government of the Democratic Republic of Congo and the Government of Rwanda in November 2007, focused on demobilizing the Rwandan (predominantly Hutu) rebel group known as the Forces Démocratiques de Libération du Rwanda (FDLR). [...] Canada was also a member of the International Committee in Support of the Transition (CIAT) and co-Chair of the Group of Friends of the Great Lakes Region which supports the International Conference on the Great Lakes Region (ICGLR).
