Housing and Support Type Requirement There are three key elements that must be considered with assessing the housing and support type requirement: •. the total number of unique individuals identified as chronic shelter users; •. the specific levels of support services necessary to address the housing barriers of each person; and, •. the housing typology best suited to encourage housing retention f [...] This amount will both enhance the competitiveness of the clients in the existing rental market and support the debt servicing costs of the new build units. [...] The more significant the level of need of an individual, the more costly the support service is to deliver. [...] This plan looks at the existing need of the client population and the suite of tools available through a diverse group of stakeholders to ensure that every individual has the best chance of housing stability possible given their unique needs. [...] The many factors that contributed to their homelessness must also be identified and addressed or that person will remain at-risk of homelessness.4 It is for this reason that this plan speaks simultaneously to the need of choices of housing and appropriate support services to break the incidences of chronic homelessness throughout Greater Victoria.
