In relation to the complaints concerning special attempts to encourage competition, it is the view of the author of this report that while the auction bidding process may select that player who values the spectrum the most, there is no assurance that the use or non-use of that spectrum may further the existence of a competitive wireless mobile interest or the public interest, apart from enriching [...] This work enabled PIAC to provide input into both the Industry Canada consultation on the design of the auction of spectrum in the 700 MHZ band and comments associated with the consultation process for the 2500-2690 MHz band. [...] The energy of the electromagnetic wave is proportional to its frequency: such that the greater the frequency of the waves, the greater their energy.
