Such a process will provide an overview of the main kinds of partners, the main types of relationships, channels of interaction, the outcomes and benefits of interaction and the main barriers and blockages across distinct types of institution in each higher education system. [...] We then step back to map the structure of the interaction more systematically, and explain the nature and role of each of the main actors, to inform understanding of their specific roles. [...] We problematise the nature of the innovation, the flow of knowledge and skills and the degree of community participation evident in each case, to expand upon the working definitions of our concepts. [...] Hence, the key to understanding the nature and direction of innovation activity lies in understanding the local actors in the system and the relationships between these actors, mapping and evaluating channels for knowledge flows at the local level.
