The evaluation was also designed to ensure that NSERC meets the requirements of section 42.1(1) of the Financial Administration Act, the Treasury Board Policy on Evaluation (2009) and the timing of the evaluation stipulated in the program’s initial Terms and Conditions. [...] As part of the 2007 S&T strategy, the federal government created the PSAB to provide advice on the implementation of the Centres of Excellence for Commercialization and Research (CECR), Business-led Networks of Centres of Excellence (BL-NCE) and CCI program to ensure the programs meet the needs of Canadian businesses.
