Building an effective labour market development system for Greater Victoria /

The purpose of the project was to conduct original research on the skills needs and projected employment demand of the regional economy over the next ten years. [...] The project built on policy research by national bodies such as the Conference Board of Canada and the Caledon Institute that point to the importance of regional labour market development and planning to maximize the efficiency of regional economies in the Canadian context. [...] The project is the first comprehensive assessment of the skills needs of the Capital Region’s economy to respond to growing indications of on the one hand, under and unemployment amongst populations with barriers to labour market integration, and on the other, skill shortages facing employers in growth sectors of the regional economy. [...] All sectors and municipalities in the Capital Region are also represented, with the exception of the waste management and recovery sector, which is the focus of a separate study. [...] In order to ensure the study was firmly grounded in the realities of the regional context, a cross- sector Advisory Committee consisting of representatives from the public and private sectors, educational and training institutions and community agencies were brought together to provide advice and expert observations on all aspects of the study.
