[...] With a city and metropolitan area population of 8.4 million and 13.6 million, respectively, it is the largest city in the UK and in the EU. [...] The vision of the strategy is that “London’s transport system should excel among those of global cities, providing access to opportunities for all its people and enterprises, achieving the highest environmental standards and leading the world in its approach to tackling urban transport challenges of the 21st century” (Mayor of London, 2010, p. 32). [...] The plan is detailed in its consideration of the rationale for providing discount fares and reaffirms the maintenance of a single fare for travel throughout the city.
