[...] RECOMMENDATION 22 The committee recommends that the federal government work with the Council of Ministers of Education, Canada, to develop and implement a national strategy for post-secondary education that includes the following: a) the removal of postsecondary education funding from the Canada Social Transfer and the creation of an independent Canada Education and Training Transfer to ensure tha [...] The committee notes that the college system represents an important asset to the PSE opportunity for Canadians and urges the Federal Government to emphasize expanding the community college system in its discussion with the provinces, including discussions on the Canada Social Transfer so as to better meet the demand for college programs.
