Given the dramatic successes achieved in the Rufiji and Morogoro districts, it is a moral imperative for Tanzania and its health partners to support the widespread promotion and dissem- ination of the very tools and strategies that led to those improve- ments and to address the immediate and recurring problem of “going to national scale” with the toolkit. [...] THE IDEA 9 On the Web THE ISSUE After many years of crisis in the 1980s, a variation on that basic perspective re-entered the public eye with the publication of the World Bank’s 1993 edition of its World Development Report (WDR93). [...] The results of these changes have been dramatic, with the two districts having witnessed marked improvement in health outcomes In Rufiji and Morogoro, child mortality in the wake of the introduction of fell by over 40% in the 5 years new planning methods and mod- following the introduction of est budget top-ups in the order of evidence-based planning. [...] In 1994, the Tanzanian Ministry of Health responded 14 FIX ING HEALTH SYSTEMS positively to an invitation to participate — triggering the selection of Tanzania as the research site, the engagement of the Ministry as a partner in the project, and the reorientation of EHIP to TEHIP. [...] Research to establish the burden of disease in the districts, to gauge the ways in which health budgets are allo- cated, and to determine how best the public can interact with the health system was undertaken simultaneously with the develop- ment and deployment of the tools.
