Partly in response to pressure from the part of the economy that continued to suffer from the effects of deflation, the application of the policy after years of relative inactivity became stricter in the years immediately pre- ceding the outbreak of the Second World War. [...] Positive remedies include modifications in tariff protection where, in the opinion of the Cabinet, the information provided by the Director of Investigation and Research or the judgement of the court indicates that the rates of duty in existence contribute significantly to the means of restricting com- petition. [...] The report of proof of the Director and the subsequent report of the Commission should contain a study of the prob- lems of competition in each of the cases that are the object of investiga- tion. [...] Secondly, the judicial proceedings should be followed, not by penal sanctions, but by remedial action in the matter of the tariff or some other characteristic of the organization of the industry or of the firm that has been found guilty of an offence, so that a consolidation of the forces of effective com- petition could result in the case of all offences. [...] While the entire policy includes also the work of the Minister of Justice, of the Attorneys General of the several provinces, and of the courts, in this paper attention is mainly directed to some of the reports prepared under the authority of the Combines Investigation Act since the end of the Second World War.
