The high streamflows on the Red River in October combined with the threat of the October 10-12 precipitation event necessitated the operation of the Red River Floodway under Rule 4 to mange river levels within the City of Winnipeg and reduce the risk of basement flooding due to sewer backup. [...] The various water management organizations in the Red River Basin appear receptive to the Initiative while at the same time recognizing the independent, impartial and objective role of the IJC and its boards in providing advice to governments. [...] This is accomplished through the application of best available science and knowledge of the aquatic ecosystems of the basin and an awareness of the needs, expectations and capabilities of residents of the basin. [...] A summary of the history of the issues along the border, previous studies completed to analyze the problems and potential solutions, and the progress from the previous task team were presented. [...] Detection of exceedances of the objectives and alert levels serves as a trigger mechanism for the Board to report to the IJC and for the IJC to report to governments and also may lead agencies to take appropriate action to prevent or to mitigate potential problems, and to minimize the potential for reoccurrence.
