In Canada, the vast stock of infrastructure was built in the 1950’s through to the 1970’s, and was followed by a period of low investment from the 1980’s to 1990’s (CCC, 2013). [...] The paper is divided into (1) a description of Infrastructure funding mechanisms, (2) a description of external funding program policies, and (3) a discussion of the programs and policies through a rural lens. [...] The particular strengths and weaknesses of the programs are discussed, and the program policies are examined through the rural lens. [...] External Infrastructure Funding Program Policies The programs here were delineated according to differences in the goal and the administration of the funding. [...] Municipal borrowing, as opposed to grants and transfers, would enable municipalities to distribute the costs of the asset over the life of the asset (Hanniman, 2013).
