[...] In the solar sector, the development of the first practical solar cell by AT&T’s Bell Laboratory in the US initiated the modest beginning of the modern solar PV industry (Nemet, 2019). [...] Since the beginning of the solar industry, the US has continued its proactive financial support: the Energy Reorganization Act of 1974 to present, Project Independence with USD 1.7 billion in solar PV R&D until 1981, the solar PV R&D Act of 1978 with USD 1.5 billion for commercialization, the Energy Policy Act of 2005, the American Recovery and Reinvestment Act of 2009, and the most recently annou. [...] In the same year, the decision of the State Council on Accelerating the Fostering and Development of Strategic Emerging Industries named solar PV as one of the seven industries to be championed.
