[...] The following is a sample of these benefits: Fleet Ratchet One of the opportunities for the Fleet service area was the introduction of a “ratchet” mechanism to reduce the number of vehicles in the City’s fleet over time. [...] This increase is related to the dedicated mill rate for the Recreational Infrastructure Program, a planned increase of approximately 3 per cent to continue to address the infrastructure gap at the City, and a one- time infusion of $0.9 million to address strategic initiatives in the capital plan.
