PHASE TWO ENVIRONMENTAL SITE ASSESSMENT

In Ontario, this regulatory agency was originally established as the ‘Ministry of the Environment’ (MOE), which was later changed to the ‘Ministry of Environment and Energy’ (MOEE), then to the ‘Ministry of Environment and Climate Change’ (MOECC), and most recently to the ‘Ministry of Environment, Conservation and Parks’ (MECP). [...] A number of factors are used to assess the PCA and to determine whether an APEC is present on the RSC property as a result of the identified PCA, including: the nature of the specific PCA, proximity of the PCA to the RSC property, and the location of the PCA to the RSC property with respect to inferred topographic gradient and assumed regional groundwater flow direction. [...] This PCA is considered to represent an APEC for the RSC property (APEC 5), and is located in the southeast corner of the RSC property, in proximity to this off-Site fuel tank, as determined by a review of the ERIS report for the RSC property, and a visual reconnaissance of the RSC property. [...] This has resulted in the identification of an APEC (APEC-2, as illustrated in Figure 4) located in the northeast/north-central portion of the RSC property, in the vicinity of the historical UST and former building demolition, as determined by review of aerial photos, historical plans and prior reports for the RSC property. [...] Based on the nature of this RPD elevation, and the acceptable and uniform results of the remaining RPD values (generally nil or well below 25%); the elevated RPD values for this one sample and PHC result is not considered to impact the overall quality of the data and the validity of the results and findings of this Phase Two ESA.
