The material in it reflects Stantec’s professional judgment in light of the scope, schedule and other limitations stated in the document and in the contract between Stantec and the Client. [...] The purpose of the EIS was to characterize the significance and sensitivity of existing natural features in the Study Area, identify potential impacts of the project on these natural features, and recommend appropriate measures to avoid or minimize potential negative impacts and demonstrate no negative impact. [...] The concept plan is developed to maintain the ecological function of the buffer, attenuation of noise, air, and visual influences on the feature and is consistent with the buffer guideline of the OP. [...] The development is consistent with GRCA policy as the Hydrogeological Assessment Report provided in Appendix E indicated that the hydrogeological function of the Torrance Creek PSW to the northeast of the Subject Property will not be impacted by the proposed development. [...] The Tree By-law ‘regulates’ the destruction or injuring of trees and enables the City of Guelph to require a tree permit prior to the injury/destruction of a regulated tree, and compensation.
