3.2.2 Results Key highlights of the from the findings of the additional studies are as follows: • Perched groundwater is encountered in the subsurface between the southern limits of the Site to the central portions of the property. [...] To maintain surface-based flows to the wetland in the post-development condition, a portion of the runoff generated in the landscaped areas (0.73ha) and a portion of the runoff generated on the building rooftops (0.261ha) is proposed to drain directly to the wetland via overland flow and culverts under the proposed trail. [...] The amount of cash in lieu of parkland dedication will depend on the details of the approved development, parkland dedication rate in effect at the time of the issuance of the first building permit and the estimated market value of the land a day before issuance of the first building permit. [...] Section 17.(d) states that the rate will be the greater of the equivalent of Market Value of 1 hectare per 500 dwelling units, not to exceed 30% of the total Market Value of the land; or 5% of the total Market Value of the Land.
