Regional overview Heilongjiang Province is located in Northeast China, with Russia across the river to the north and east, Inner Mongolia to the west and Jilin Province to the south, and is the northernmost and easternmost provincial administrative region in China, between 121°11′-135°05′ E and 43°26′-53°33′ N.
