Under section 672.64, a person who is NCR or unfit to stand trial may be determined by a court to be a “high-risk accused” if (a) the court is satisfied that there is a substantial likelihood that the accused will use violence that could endanger the life or safety of another person; or (b) the court is of the opinion that the acts that constitute the offence were of such a brutal nature as to ind [...] These external reviews examined the policies and practices of the ECFH relating to community access, supervision of patients when accessing the community, and notification of the public in the case of AWOL patients.
