This annual report provides an operational overview, the oversight of the municipalities, universities, school boards and hospitals (MUSH) sector, details the activities of the Special Ombudsman Response Team (SORT) and the Open Meeting Law Enforcement Team (OMLET). It also includes case summaries, statistical data on complaints and trends, organizational information, and a financial report. This report covers our busiest period yet - from April 1, 2011 to August 31, 2012. In that time, we received 128 complaints and found 45 violations of the Sunshine Law - including meetings that should not have been closed to the public and numerous violations of the Municipal Act, procedural contraventions and poor meeting practices. These ranged from cases where councils illegally voted behind closed doors (in one case, to raise their own salaries), or where they kept almost no record of what took place in secret.
