In this intervention report, the Quebec Ombudsman concludes that MUHC broke the rules when it admitted a Kuwaiti foreign national in December 2011 for elective (planned and non-urgent) care. Its recommendations are aimed at preventing the recurrence of similar lapses and at ensuring decisions that are fair to all public healthcare users in Québec.
